This is evidenced by the results of a survey conducted in France in November 2022, commissioned by the NGO Tribunal.
The results of this study were presented in Paris on November 28, 2022 at the round table "Possible scenarios for convicting Russia for the crime of aggression" and on November 29, 2022 at the conference "Is security in Europe possible without condemning crimes committed in Ukraine?"
The respondents were asked one question "Should Putin be held personally responsible for the crime of aggression against Ukraine" and were given an explanation of the crime of aggression as it is written in the Rome Statute.
86% answered YES, 13% - NO, 1% of respondents could not decide
