Core Group issued a statement on the inevitability of punishment for those responsible for aggression against Ukraine
The participants of the 12th meeting of the Coalition of States (Core Group) to establish a special tribunal for the crime of aggression against Ukraine in Riga agreed on the key parameters of the tribunal's work, in particular, its jurisdiction, and worked out a roadmap for its creation, the website of the President of Ukraine reported on Friday.
“We have finally made significant progress this year. Ukraine's position is clear and unambiguous: we cannot and will not compromise on justice,” said Iryna Mudra, deputy head of the Presidential Office.
In addition, for the first time, a statement was adopted confirming the inevitability of punishment for aggressors.
“The members of the Core Group note Ukraine's ratification of the Rome Statute of the International Criminal Court, which demonstrates Ukraine's commitment to international law and international justice. The Core Group continues to work on the establishment of an effective Special Tribunal for the crime of aggression against Ukraine... The Core Group welcomes the contribution of the Council of Europe and European Commission services and the European External Action Service in their consultations, including the preparation of the draft bilateral Agreement between the Council of Europe and the Government of Ukraine on the establishment of the Special Tribunal.... The members of the Core Group encourage other states and international organizations to actively support and facilitate further consultations of the Core Group,” the statement reads.
The members of the Core Group also reaffirm the importance of any future proceedings in the established special tribunal adhering to current international law and reaffirmed their commitment to the work on the establishment of a special tribunal for the crime of aggression against Ukraine, in particular through the continued consideration of drafts prepared by the Council of Europe.
The coalition noted progress in the preparation of a draft bilateral agreement between the Council of Europe and the Government of Ukraine on the establishment of a special tribunal, a draft statute and a draft Enhanced Partial Agreement, which sets out the conditions for supporting the tribunal.
“The special tribunal is created to punish the top military and political leadership of the aggressor countries for planning, preparing, unleashing and waging an aggressive war, a grave international crime,” the statement said.
In total, the coalition includes 41 states.
As reported, the 11th meeting of the Core Group on the establishment of a special tribunal for the crime of aggression against Ukraine was held in Vienna on September 18. As a result of the work, the participants reached an agreement on the general concept of creating a special tribunal.
