The special tribunal on the crime of aggression of Russia...

...as a component of the peace formula in Ukraine: the role of the Council of Europe”.


On January 24, 2023, a roundtable discussion “The special tribunal on the crime of aggression of Russia as a component of the peace formula in Ukraine: the role of the Council of Europe” was held at the PACE premises, organized by the NGO Tribunal


This event took place during the January session of PACE just as the resolution supporting the establishment of the Special Tribunal was being discussed and voted on.



During the meeting, the following issues were raised:

• Accountability gap

• What is the Special Tribunal for?

• What is the Crime of aggression?

• Why it can't be done by ICC?

• Legal foundation for the Special Tribunal

• Role of the Council of Europe

The speakers at the event were:

  • Anton Korynevych, Ambasador-at-large, MFA of Ukraine

  • Borys Tarasyuk, Permanent Representative of Ukraine to the Council of Europe, Ambassador

  • Aarif Abraham, Barrister, Garden Court North Chamber (UK)

  • Mariia Mezentseva, MP of Ukraine, Head of the Ukrainian delegation to the PACE

  • Olena Khomenko, MP of Ukraine, Member of the Ukrainian delegation to the PACE

  • Lesia Zaburanna, MP of Ukraine, Member of the Ukrainian delegation to the PACE

The event gathered a record number of participants for the Parliament Assembly.


The PACE unanimously calls for the establishment of an international tribunal to bring the leaders of Russia and Belarus to justice for the crime of aggression against Ukraine. The very next days, it unanimously voted in favor of Resolution 2482 (2023) "Legal and human rights aspects of the Russian Federation's aggression against Ukraine"
